The bid does not dictate if your ad extensions show. Google will choose if and when to show them. CPM is how much are you willing to pay for a thousand impressions? That's something you'll pretty much only see in display campaigns, which I don't recommend that you run if you're just starting out. For most advertisers, really not even just small advertisers, display campaigns will not convert as well as search. Most people will see actually higher costs to acquire a customer on display than they see on search.
