Marketing is anything that touches the market. Who you hire, what you dump in the river and how you answer the phone are all marketing. And if those people aren't in charge of marketing, then who is? If your motto is you can pick anyone and wear anyone, then you're doomed. That has to go all the way up to the top. It begins with the people who deal with the customer, and it ends with the peoplewho sign the paycheck.
