Governments Aren't Always Incented to Do Something Safer Than Something Innovative
In government, there's less of am perspective that sunk costs can be abandoned. So people stick with even if it's more expensive. They stick with less efficient technology because the cost to switch is perceived to be more of a burden than the actual dollar cost. And i think it's actually really empowered folks inside of government who wanted to make change, but didn't always feel like they had the political cover to do that before. and now they're in a different position, which is exciting.
