A Single Payer System for Rare Diseases?

With a single payer system, everybody is part of that risk pool. You've reduced the level of risk across as many people as you possibly can. From a purely economic efficiency point of view, that is the best outcome. We have a very, very complex multi-payer system. But we do have the chance right now to focus on a single paid system for rare diseases.
