There were three contexts in ancient greek society that called for rhetorical speech. Aristotle calls the types of rhetoric corresponding to these contexts forensic, deliberative and epidectic. When you are prosecuting a court case, whatever the topic, what you're aiming at is not to prove your case beyond all doubt. In none of the three types would you restrict yourself to anthemems. Audiences get bored with strings of unbroken argument.
