The first hit is the percentage chance and there's some math there to make it work this way. But then if you leave for a certain amount of time and come back, it kind of resets. I don't know who came up with that. You kind of have to do that for an action RPG. Even though you tell players what the chance to hit is so there's variations of that probably in every genre.
