The Virum Project

The virum project hoped to raise a couple billion dollars from government and philanthropists. It's inarguable that if china's leadership decides this kind of thing shouldn't happen, it's not going to happen there. Whereas in the us, if we decide that this isn't going to happen, then it's actually harder for us to stop the private sector from doing it. Most notably, we could add most viruses with a hint of pendemic potential to the lect agent list which greatly increases the cost of working with them.
