The Zero-Sum Game
The focus is on trying to have a restriction on imports and not paying any attention to what they might be used for. So the luxury goods you could import try to go without those, try to increase domestic production. It's very much an idea of trade being a zero-sum game, and it becomes almost a trade war then leading to hot wars. This means that you become willing to back up your trading policies with military force and naval force.
