The government built nearly a hundred bunkers in an arc surrounding Washington, D.C., in the 1950s. The mountains and caves of Pennsylvania, Maryland, West Virginia, Virginia, and North Carolina held the infrastructure to run a shadow government in the event of nuclear war. No one seriously thought that democratically elected officials would make it out of Washington alive.
