A culture is going to be defined by principles over policies, says Pat O'Mara. "You can't ask somebody to do that and then say, but when it comes to making personal decisions, we're going to tell you exactly how to do that," he adds. The idea of institutionalizing a culture is really about people getting it in their core and their guts, she says.
