The 18 year proposal minimizes the likelihood of a short staffed evenly divided court. Every active justice is slated to serve as chief justice in his or her last two years of active service. Chief justices will be those who clearly understand the court, having typically served on the act of bench for the previous 16 years and would expect special training from their predecessor.
