How Does the Federal Government Fund the Interstate Highway System?

Each state was allocated a certain number of miles of highway to build through the interstate program. The federal government pays 90% and states pay 10%. There's nothing in the law that limits the states' spending, but if you're willing to be slow it could take 30 years rather than 10.
