Introduction

U.S. spends more than $400 billion a year on infrastructure, yet there's widespread concern about both the perceived decline in the quality of U.S. infrastructure and especially the high cost of providing that infrastructure. Recent subway expansions in New York City have reportedly cost more than $2 billion per mile compared with some subway expansions in other countries. Leah Brooks has a recent working paper called Infrastructure Costs as co-written with Zach Lisco of Yale Law School.
