The Importance of a City

For nearly a year we've been building a city beneath the waves to escape the encroaching storm. Is this our civilizations permanent new environment or just a temporary shelter from a storm that we will one day learn to contain? I think along those same lines waiting means tension. We need to decide instead of waiting for it to be decided for us. And me if you'll still have me our ancestors grew legs so now we return to the sea but their blood still beats in us.
