One of the biggest reasons that the marines are so effective is that they systematically push decision making down to the lowest levels. The marine corps asks every commander at every level to articulate something called commander's intent. And by having that clear picture, this allows you to take relevant action in this moment. It's only with both of those things in mind that you're ready to start to articulate and take relevant action.
