Nietzsche sees a number of cultural factors that are weakening the nationalistic form of self identification. The elite has become semi-nomadic, they identify less and less with their country of origin. All of the lower classes of the ones who aren't landowners are even becoming nomadic in order to seek for work elsewhere than in their native land. So thus it's the winter time of culture. Then he also makes his remarks about how in Athens the state was hostile to culture and culture developed in spite of it. And so we can sort of see that principle at work here too.
