Mini cuts do not allow you to drop all of your fatigue because they're a huge imposition of caloric deficit. Back to back mini cut mass gain phase don't work because eventually the fatigue runs you dry. But if you incorporated active rest phases, there's absolutely nothing stopping you from making that a very, very effective strategy.
