There was no law enforcement in ancient rome. Victims of crime or their families had to organize and manage the prosecution themselves. Roman nobility could also call up a mob of clients to do battle for them. And landowners hired armed bands to protect themselves and intimidate their is there were even a few private armies of thugs at Rome.
