Edward L. Chellif, who was active in Boy Scout work, asked Phelps for a favor. He said he wanted the President to pay one of his boys' expenses on a Jamboree across Europe. When Phelps went to see Chellif about it, he showed him a million-dollar check that had been drawn by Mr. Chell if before its cancellation. The president agreed and sent five Scouts over to Europe with credit for 1,000 dollars.
