The ruling class in rome is willing to break any rule and violate any norm to maintain their shocking rate of wealth accumulation. Once it becomes clear that it's ok to murder political rabble rousers and their supporters to keep them from redistributing land, it becomes increasingly hard to argue that there aren't a lot of other political things that are worth doing a murder over.
