The Importance of Levels in Gameplay

It's going to be a game by game and tools by tools call on whether levels are the actual constraint or not. Even these things that you call zero marginal cost event, which I think you're meaning, it doesn't require new levels. There was a match three game I worked on where one of the engineers built an on phone level editor for me and I could pump out a hundred levels in a day if I wanted to. They weren't the best levels of all time, but when you get to those players like Jen who are just so hungry for content, sometimes as long as there's like one new blocker, a hundred new levels, you know, good enough is good enough.
