The worst heat of the terror seemed to have been replaced by a low, constant flame of repressive political tacti though the tonton macut were as omnipresent and horrible as ever. The toll of nearly 30 years of brutal dictatorship finally brought the duvalliers down. A swine flue epidemic in the early 19 eighties was countered by the mass slaughter of every pig in the country. Overwhelmed, baby doc duvallier tried to hang on but everyone in the country now wanted him gone.
