Should I Continue to Bulk?

If you get to between 10 and 15%, at some point, you may actually find that you lose almost no or no muscle. Recutting to under 15% body fat before going back up is probably wise. For folks interested in looking the best or stepping on stage, I think 10 to 20% is best.
