In the 20s, most people didn't have cars. Most people were reliant on either street cars or walking in some in rural areas to get around. And a car was an object of desire, like an aspiration. Today, less I checked the remote families that have three cars, then either one or zero car. So it is still the case that there are many places, including places we don't associate with transit use,. where a lot of people don't have car access.
