Add a fixed price option to an hourly proposal. If you gave them an hourly estimate for ten thousand dollars, then you would give them a fixed priced option for 18 thousand 500 or thereabouts. And i think you'll be surprised, i know a lot of people are surprised, that many customers will select the fixed price option. Because if you haven't paid some one by the hour before, you might not realize what a horrible feeling it is to have this met running in the background.
