Introduction

The National Bureau of Statistics released its latest quarterly report last week. The first reported decline in China's population since the great famine of 1959 to 1961. Kaiser Guo: Most reports about the decline, at least in the English language repressed that he read, were dire. But some of the challenges I also read amounted to simplistically malthusian and amounted to apologies for the One Child policy which effectively ended in 2015.
