President mckinley considered hawai a strategic stepping stone economic and military between the us and asia And he felt that annexing hawai would keep it out of the hands of japan But at first his efforts to gain congressional support for annexation stalled. That changed when on april 25th 1898 the us declared war on spain and kamador george dewy attacked and defeated the spSpanish fleet in the philippines.
