Change Is the Leader's Role, Right?

Designers often find themselves in organizations where they want to make change, but the organization isn't accommodating. "I'm also one to like change if I need to," she says. To what extent do you see creating that kind of change as the leader's role? It's obviously easier when you have direct control, so to speak, with hierarchy and structure.
