How Did the Federal Government Justify the Federal Housing Administration?
In 1934, the federal housing administration was established. The PWA wasn't just building segregated housing units. It was also segregating neighborhoods that had not been segregated before. And then they would demolish the existing neighborhood and build in either all black or all white public housing development.
