How to Deal With the Passive Aggressive Peer
The passive aggressive peer deliberately ignores deadlines after they've agreed to meet them, promising to send an email that never arrives. If you can create an environment in which those fears are assuaged, you're likely to reduce some of that passive aggression. In the short term, I think what you can do is really focus on the underlying message because oftentimes wrapped up in that snarky comment or that refusal to do something they committed to do there's an underlying message.
