Dopamine is also known as the feel-good hormone. It surges in our brains whenever we experience pleasure. People who feel addicted to sugar interact with it quite differently than people who struggle with alcohol or drug dependency. So-called food addicts don't endanger their children or lose their life savings to obtain their highs. Even the chair of Action on Sugar acknowledges that sugar is fundamentally different from other substances that we consider addictive.
