How to Target People With LinkedIn

You're still engaging with them, they are responding in some way and then you're sitting DM. And then the same can be said for LinkedIn as well. Are you are you building a list of people that you want to reach out to like a LinkedIn for instance, or are you kind of scanning for certain keywords, people mentioning stuff? How do you target people? It's a mixture of both.
