The crew of flight ten 16 was not provided the up dated weather information broadcast in the aid os information zulu, as requested by the a t c handbook. The terminal dopler weather radar had not been installed at charlotte douglas international airport as scheduled. There was no evidence of a mechanical malfunction or failure of the airplane structure that would have contributed to this accident.
