Is There a Risk in the Weapon System?
The idea that ambiguity in the weapon system creates a kind of risk because if you are uncertain what kind of threat you're facing, then you might towards retaliating when you really didn't need to. So systems that threaten the survivability of an adversary's nuclear arsenal tend to be destabilizing. Those things are all inherently destabilizing as are missile defenses.
