In ancient Rome, the city was ruled by a ruler who owned thousands of slaves. The king's son raped someone and when that happened, he had to be kicked out in order for justice to take place. Under roman law, if you can't figure out which specific slave did it, you have to execute the entire household,. And a lot of these slaves or kids who lives with this guy were killed. In our system, police came out of fugitive slave patrols, which were ob just a worse kind of thug. But inaat like that power creates tham thugs that come police.
