Under roman law, if you can't figure out which specific slave did it, you have to execute the entire household,. And a lot of these slaves or kids who lives with this guy were killed. In our system, police came out of fugitive slave patrols, which were ob just a worse kind of thug. But inaat like that power creates tham thugs that come police.
