In the 90s, hackers would find holes in software from Hewlett-Packard and Sun Microsystems. They dumped these capabilities online as a way of getting street cred or trading information among one another more as a hobby. But after 9-11, the US government saw a huge opportunity here to essentially leverage these holes in software to spy on our adversaries. Microsoft started getting calls from government agencies saying, hey, you better fix your security problem. Otherwise, we'll do our business elsewhere.
