E.B. Lefferts created a PR campaign in Los Angeles explaining what Jay walking was. He helped get an anti-Jay walking ordinance passed in 1924. But here's the really clever part, he told the police not to arrest Jay walkers. The public would see this person being ridiculed as a form of psychological control.
