The Court's Power to Say What the Law Is

Congress has broad power to tell court how to construe a particular federal statute. But Congress does not have carte blanche to direct the court to ignore its own constitutional beliefs, writes David Frum. He says it is of the court to determine for itself in its own independent judgment what the Constitution in fact means.
