The captain of the submarine believes that a war might have already had started. So he actually orders the use of a nuclear torpedo. The Commodore of the fleet, Vasily Archipov, happens to be on board this submarine. He does not approve the launch, says we should wait. And that's why those nuclear torpedoes were not used in the conflict.
