Google is already doing a lot to get rid of his noise. I don't know the hiring practices of apple, but the hiring practices of gogle, i think, are state of the art. So prediction cannot be perfect, but prediction can be better or worse. And for google, i would say, so far as i know, i wouldn't know how to improve their procedures.

Imagine that two doctors in the same city give different diagnoses to identical patients. Now imagine that the same doctor making a different decision depending on whether it is morning or afternoon, or Monday rather than Wednesday. This is an example of noise: variability in judgments that should be identical.
