In order to put a behavior on queue, you're going to need to use rewards. You're basically saying when I tell you to do it, then you'll get a reward for doing it. But perhaps their intrinsic motivation has been crushed by you giving them an extrinsic motivator. So now that's why they're not doing it themselves. It's the soil effect, basically.
