This chapter explores the likelihood of Putin resorting to the use of nuclear weapons in Ukraine if he believes he is losing the war. It discusses indicators that suggest this scenario is more than just rhetoric, such as a recent change of command and the assignment of three officers in charge of controlling the use of tactical nuclear weapons.
