Is the CTBTO Detecting Covert Tests?
Any country's first nuclear test would definitely be detectable by the CTBTO. The question is, would some sophisticated tests by advanced nuclear nations like Russia or China or the United States at the subcritical level could those be detected? And I think they could, but there's less confidence in that.
