The Greeks and Romans were likely focused on self controls. This idea, they believe if you wanted to have a democracy that's led by free people, you needed to have people who were in control of their base desires. That was central, I think, to the stoic conception of virtuous life. The only thing you could control was your response to things. And this was pretty much the highest value to them.
