What Is Geoengineering?

Geoengineering is basically chemotherapy for the planet, says Lord Tebbit. We don't know what it will work but we do know there's half a billion people starving right now because of global warming. The economic forces that prevent us from doing something about mitigating CO2 in the first place get flipped when it comes to geoengineering.
