The Importance of the Bill of Rights in the English Constitution

Rowey: Bill of Rights was a statement which Englishmen wanted, or believed should be upheld. He says William had embarked on this war with Louis XIV and needed to get the money to finance it. Parliament refused to award William customs next night's for life so he would have to return to Parliament every year in order to raise taxation. This enabled Parliament to assume a greater role in English constitutional development. Rowey: The problems about the Bill of Rights is it legitimates the revolution without it. It's designed as a great fudge, a great compromise to make people accept this change of ruler.
