I think this is BS. One, it's framed as a EU thing, not an individual country thing. Their argument is based on individual countries. And then their argument is mostly around places that do very little online. So their argument has no actual ground. I just... You have to draw the line somewhere. Why do humans like numbers that are round? It's easy to parse. If we had a base four counting system, would the number have been 4 percent or 8? I don't know. Maybe, probably 8.
