In 1909, a banker in Pennsylvania came up with the Christmas club. He asked his patrons to give him their money all year so he could charge them an early withdrawal fee. The idea worked like gangbusters and soon other banks were doing it as well. It's just that the short term networks are so powerful that they beat out the long term when the temptation is there.
