In the implementation plans that I try and write with the heads of department is things like we're going to put people into pairs, you're going to observe them. The only way to do that is to do it at a department level. People won't do it unless they follow up. If the follow up can't come from me, then it has to come from somewhere else. That's the only way I can play it because I'm not in the room. You want to think of another scenario where you're probably coming back, but it's not going to be for a couple of months.
