Tiberius Grakis proposed a law that would have made it easier for tribunes to veto laws. But when he couldn't build consensus around the bill, he decided not to let it go through. He used his rhetorical ability and pushed into an ambiguous space between what you traditionally did and what you could do. And so there wasn't a law against what he was doing, but people hadn't done it. So he said, well, stop me. The ship of state is very stately.
